NEW YORK - Questo il testo della risoluzione 1402 approvata oggi dal Consiglio di sicurezza dell'Onu che chiede il ritiro di Israele da Ramallah e dalle altre città palestinesi.

"Il Consiglio di sicurezza,

Riaffermando le sue risoluzioni 242 (1967) del 22 novembre 1967, 338 (1973) del 22 ottobre 1973, 1397 (2002) del 12 marzo 2002 e i principi di Madrid, esprimendo la sua grave preoccuppazione per l'ulteriore deterioramento della situazione, inclusi i recenti attentati suicidi in Israele e l'attacco militare contro il quartier generale del presidente dell'Autorità palestinese,

1) Chiede ad ambo le parti di muoversi rapidamente verso un cessate il fuoco significativo; chiede il ritiro delle truppe israeliane dalle città palestinesi, inclusa Ramallah; e chiede alle parti di cooperare pienamente con l'inviato speciale Zinni, e altri, per attuare il piano di lavoro Tenet per la sicurezza come primo passo verso l'attuazione delle raccomandazioni della Commissione Mitchell, con l'obiettivo di riprendere i negoziati su una soluzione politica;

2) Ribadisce la sua richiesta della risoluzione 1397 (2002) del 12 marzo 2002 di una immediata cessazione di tutti gli atti di violenza, inclusi tutti gli atti di terrore, provocazione, incitamento e distruzione;

3) Esprime appoggio agli sforzi del segretario generale e degli inviati speciali in Medio Oriente per convincere le parti a porre fine alla violenza e a riprendere il processo di pace;

4) Decide di rimanere investito della questione.

22 November 1967) The Security Council,
Expressing, its continuing concern with the grave situation in the Middle East,

Emphasizing the inadmissibility of the acquisition of territory by war and the need to work for a just and lasting peace in which every State in the area can live in security,

Emphasizing further that all Member states in their acceptance of the Charter of the United Nations have undertaken a commitment to act in accordance with Article 2 of the Charter,

Affirms that the fulfillment of Charter principles requires the establishment of a just and lasting peace in the Middle East which should include the application of both the following principles:
Withdrawal of Israeli forces from territories occupied in the recent conflict,
Termination of all claims or states of belligerency and respect for and acknowledgment of the sovereignty, territorial integrity and political independence of every State in the area and their right to live in peace within secure and recognized boundaries free from threats or acts of force;

Affirms further the necessity
For guaranteeing freedom of navigation through international waterways in the area;
For achieving a just settlement of the refugee problem;
For guaranteeing the territorial inviolability and political independence of every State in the area through measures including the establishment of demilitarized zones;

Requests the Secretary-General to designate a Special Representative to proceed to the Middle East to establish and maintain contacts with the States concerned in order to promote agreement and assist efforts to achieve a peaceful and accepted settlement in accordance with the provisions and principles in this resolution;

Requests the Secretary-General to report to the Security Council on the progress of the efforts of the Special Representative as soon as possible.

(October 22, 1973) The Security Council,

Calls upon all parties to the present fighting to cease all firing and terminate all military activity immediately, no later than 12 hours after the moment of the adoption of this decision, in the positions they now occupy;

Calls upon the parties concerned to start immediately after the cease­fire the implementation of Security Council resolution 242 (1967) in all of its parts;

Decides that, immediately and concurrently with the cease­fire, negotiations start between the parties concerned under appropriate auspices aimed at establishing a just and durable peace in the Middle East.

Adopted with 14 votes, while China abstained from voting.

(March 19, 1978) The Security Council,
Taking note of the letters of the Permanent Representative of Lebanon (S/12600 and S/12606) and the Permanent Representative of Israel (S/12607),

Having heard the statements of the Permanent Representatives of Lebanon and Israel,

Gravely concerned at the deterioration of the situation in the Middle East, and its consequences to the maintenance of international peace,

Convinced that the present situation impedes the achievement of a just peace in the Middle East, Calls for strict respect for the territorial integrity, sovereignty and political independence of Lebanon within its internationally recognized boundaries;

Calls upon Israel immediately to cease its military action against Lebanese territorial integrity and withdraw forthwith its forces from all Lebanese territory;

Decides, in the light of the request of the Government of Lebanon, to establish immediately under its authority a United Nations interim force for southern Lebanon for the purpose of confirming the withdrawal of Israeli forces, restoring international peace and security and assisting the Government of Lebanon in ensuring the return of its effective authority in the area, the force to be composed of personnel drawn from States Members of the United Nations.

Requests the Secretary­General to report to the Council within twenty­four hours on the implementation of this resolution.
